RAFAEL G. MÉNDEZ RUBERT, P.E.

Rafael G. Méndez joined the firm in 1963 as a structural engineer. In 1970 he became the associate in charge of all engineering design, and in 1975 he was named full partner. He oversees the structural and civil design of the firm’s projects.

A retired Lieutenant Colonel of the Puerto Rico Air National Guard, his firsthand knowledge of federal procedures, including work at Roosevelt Roads Naval Station, Ramey Air Force Base and Guantanamo Bay, has guided the firm’s long record with federal agencies such as the DEA, ICE, the U.S. Marshals, GSA, the IRS and the U.S. Bankruptcy Court.

His work includes numerous demolitions by implosion of high-rise public housing for the Puerto Rico Public Housing Administration and, more recently, projects for the VA Caribbean Healthcare System at the San Juan VA Medical Center: the expansion of the Emergency Department and Observation Unit, a new 3-mile 38 kV powerline, the COVID testing laboratory and the Hurricane Recovery Projects.
